Awareness Month

March Is Developmental Disabilities Awareness Month

Governor Tina Kotek issued a proclamation recognizing March 2026 as DD Awareness Month in Oregon. Multnomah County IDD posted a feature with Service Coordinator Erica Borman celebrating the I/DD community.

Licensing

ODDS Now Directly Licenses Adult Foster Homes — CDDPs No Longer Handle Applications

As of January 1, 2026, the Office of Developmental Disabilities Services took over foster home licensing and certification from Community Developmental Disability Programs. All new applications now go directly to ODDS.

Crisis Services

SACU Redesign Project — Transitioning to Community-Based Model

The Stabilization and Crisis Unit redesign plan is underway, funded for the 2025–27 biennium. Phase 1 must begin by July 1, 2027. The plan aims to move individuals from SACU back to community-based residential settings. Providers who serve complex behavioral needs are key partners in this pipeline.

Oregon Budget Cuts — IDD Service System Under Review

Facing a ~$373M shortfall linked to federal HR 1 revenue reductions, Oregon legislators reviewed ODHS reduction lists in late 2025. IDD-specific items included potential delays to the July 2026 rate increase for 24-hour group homes. Community advocacy is critical to protect these services.

Rate Increases

ODDS Provider Rate Increases — July 2025 Timeline

ODDS confirmed legislatively approved rate increases for residential providers, with a goal to pass increases through to providers by July 31, 2025. Supported living transition updates planned for July 1, 2026. Providers are encouraged to monitor ODDS director messages for implementation guidance.

Quality Survey

ODDS 2026 NCI Satisfaction Survey — Adults with I/DD

ODDS is conducting two satisfaction surveys in 2026 in partnership with Oregon Health & Science University. The adult survey launched in November 2025. Results inform service quality decisions across the residential and brokerage systems. Providers should encourage participation.
