The Oregon Legislature directed ODHS to adopt a new needs-based tiered rate model for Adult Foster Homes licensed by the Office of Aging and People with Disabilities (APD). The new model took effect January 1, 2026, with first payments issued in February. No providers see rate decreases. ODDS-licensed 24-hour residential providers (like AddisCare) should confirm their rate structure with their eXPRS authorization for the current ISP year.

Yes. AddisCare Company accepts Oregon Health Plan (OHP) — Oregon Medicaid — for all eligible residents. We work directly with ODDS authorizations and the eXPRS payment system. Contact us to confirm current authorization requirements for your client.
What diagnoses and support needs does AddisCare serve?
AddisCare is experienced supporting adults with Schizoaffective Disorder (Bipolar Type), Autism Spectrum Disorder (ASD/F84.0), Intellectual Disability with Dual Diagnosis, Conduct Disorder with Aggression (F91.8), Mood Disorders, Multiple Sclerosis, Neurological Conditions, and complex multi-medication management needs. We welcome individuals transitioning from higher levels of care.

Is AddisCare ODDS/ODHS licensed and compliant?
Yes. AddisCare holds active ODDS/ODHS 24-Hour Residential Provider License, operating under OAR Chapter 411, Division 325. We maintain full compliance with Oregon Administrative Rules, MCAR 023, and HCBS Settings requirements (OAR 411-004). Therap is used for all clinical documentation including T-Log, GER, Behavior Tracking, and ISP Program modules.
Does AddisCare implement Behavior Support Plans (BSPs)?
Yes. AddisCare implements active Positive Behavior Support Plans (PBSPs) daily. Our team works collaboratively with assigned Behavior Consultants (BCs) and all members of the resident's support team. Staff receive individual BSP training and all behavior data is tracked and documented in Therap.

What is the referral and admission process?
Our 4-step process is simple: (1) Contact us to discuss the individual's needs and fit; (2) Share the ISP, BSP, MAR, and any relevant assessments; (3) Schedule a home tour for the individual and family to meet our team; (4) Coordinate move-in with the service coordinator — we manage all onboarding and orientation. From referral to admission typically takes 1–2 weeks depending on documentation availability.
What activities and community engagement does AddisCare provide?
AddisCare provides a minimum of 6 hours of meaningful, individualized activities per resident per week, as required by OAR. Activities include community outings (bowling, swimming, coffee shops), game nights, cooking practice, life skills development, exercise sessions, family visits, employment readiness activities, and individualized leisure programming based on each resident's interests and ISP goals.
